Who was buried in the Sedment cemeteries?

For Petrie/Brunton there was no doubt that the people of the town Herakleopolis were buried in the cemeteries near Sedment:

"there lay a cemetery continuous for three or four miles, as far as Mayana, the burial ground of ancient Henen-nesut (later known as Herakleopolis) which stands about five miles away in the plain."

Seidlmayer (Seidlmayer 1990: 247) ascribes the tombs to villages along the desert. His arguments are:
